December 11, 1940 letter sent to to NFL president Carl Storck after Bert Bell and Art Rooney agreed in principle to merge their respective Eagles and the Steelers into one team to cope with wartime player shortages. (The merger contract wasn't drawn up until April, and wouldn't go into effect until '43.) Signed by both Bell and Rooney, the letter demonstrates how weak the NFL office was then in that it doesn't request but rather instructs Storck to transfer the contracts of players on the Steelers' reserve and suspended lists to the Eagles.
